UN adopts a weakened resolution on sexual violence in conflicts

The UN adopted a resolution on sexual violence in conflicts, largely emptied of content by the positions of the United States, Russia and China.After intense debate and last-minute changes to the text submitted by Germany, a resolution condemning sexual violence in war was approved by the United Nations Security Council with the vote of 13 countries.The text initially presented by Germany spoke of the importance of helping victims of violence and urged UN entities to provide “non-discriminatory and comprehensive health services, including sexual and reproductive health, psychosocial, legal and support” .However, Washington threatened to impose the veto if reference was made to reproductive rights, as it encouraged abortion. So that the resolution could be voted on, the German delegation agreed at the last minute to withdraw that paragraph.


European ambassadors regretted the changes. François Delattre, France’s ambassador to the UN, said “dismayed”: it is “intolerable and incomprehensible that the Security Council is unable to recognize women and young people who have suffered sexual violence in times of conflict the right to have the option to interrupt her pregnancy, “he said, adding that the sexual and reproductive health reference had been agreed in previous resolutions, in 2009 and 2013.The creation of a mechanism facilitating the prosecution of the perpetrators of sexual violence was also rejected by Washington, Moscow and Beijing.Russia and China abstained in the vote, claiming that they want to combat sexual violence in conflicts, but denouncing “lax interpretations” in the text and a “manipulated” struggle to create new UN structures.Despite the last minute changes, Germany considered that the approval of this text is a step forward in favor of the victims of rapes and other abuses during the wars.Among the speakers who urged the international community to act more forcefully on this issue, the Nobel Peace Prize winners Nadia Murad and Denis Mukwege and human rights lawyer Amal Clooney spoke.
